New CEN standard: EN 13611: 2019 on general requirements for safety and control devices for burners and appliances burning gaseous and/or liquid fuels

The revised EN 13611: 2019 ‘Safety and control devices for burners and appliances burning gaseous and/or liquid fuels - General requirements’, which will shortly be cited in the Official Journal of the European Union (OJEU), marks a new era in standardization of the European gas industry.

As the new Gas Appliances Regulation (Regulation (EU) 2016/426) has become effective since April 2018, all standards for the gas control industry have to be revised and aligned to correspond with the Regulation’s new requirements. EN 13611 helps this process: it constitutes the basis for the harmonisation of all other CEN/TC58 product standards and it is meant to increase safety by eliminating risks through design, validation and test requirements. The related product standards for controls are built upon this uniform concept.

For leading the way in fulfilling the requirements of the Gas Appliances Regulation (GAR), EN 13611:2019 will be the very first harmonised standard adapted to the requirement of GAR and it will be offered to the European Commission for publication in the OJEU.

Standards harmonised under the GAR will become effective immediately across all the EU Member States, limiting implementation time and preventing the use of different revisions of standards in Europe. Since no separate national ratification of the standard is required, the implementation time for all Member States is reduced.

With regard to the necessary proof of the essential requirements of GAR, once quoted in the OJEU, the harmonised EN 13611:2019 will provides legal certainty for the European controls manufacturers and notified bodies.
EN 13611 was developed by CEN/TC58 'Safety and control devices for burners and appliances burning gaseous or liquid fuels', whose Secretariat is currently held by BSI, the British Standardization Institute.
