Organization

In order to carry out its tasks, SABE has defined the following working structure:

These Environmental Teams are responsible for defined tasks.

For specific subjects, the Teams can install Working Groups (WG) or Task Forces (TF). They have a limited task to be fulfilled with a set period of time, after which the WG or TF will be disbanded. They can perform in-depth studies for standardization, in particular for mandated work.

The Teams can also have an advisory function to other CEN bodies within the mandate from SABE.

Proposals and outcomes of activities of SABE and its Teams must be clear and transparent.

ENV TC CT - Environmental TCs Cooperation Team

Focus: Cooperation and coordination in the field of measurement methods and monitoring systems for environmental quality and pollution emissions in order to avoid duplication of work and promote fit-for-purpose 'horizontal' standardization.

ENV TC CT aims to avoid unnecessary and undesirable divergence of methods by sharing information between TCs with a view of cooperation. Development of environmental measurement methods for the same parameter by various TCs should be avoided.

The Terms of Reference of the ENV TC CT lays down dedicated procedures for the individual participating Environmental TCs to co-operate regarding the identification and production of standards common to several TCs (horizontal approach) when this is practically fit-for-purpose. Participating TCs announce their intention to develop a new standard in an early stage and invite other TCs to take part.

An important success is the role ENV TC CT played in the establishment of CEN/TC 400 responsible for developing methods of test for soils, sludge and treated bio-waste in order to facilitate the implementation of European legislation) into European standards.

An Integrated Pollution Prevention and Control (IPPC) monitoring Team has contributed to the 'IPPC Reference Document on the General Principles of Monitoring'. This SABE Team is now part of the ENV TC CT and continues to build on the existing relation with the EC-IPPC Team with a view to promoting a wider use of standards.

The ENV TC CT has also developed a policy document 'Validation of environmental test methods', that is now available as CEN Guide 13.

ENIS - Environmental Issues in Standardization
 
Focus: Environmental aspects in product standards (including services)
 
ENIS assists SABE in its adivsory role by preparing draft positions on:
  • EU environmental policy regarding environmental aspects in product standards (monitoring, analysing impacts on standardization, proposals for implementation into the CEN work flows);
  • Mandates from the EC regarding subjects within its scope, and subsequent follow-up;

Moreover, SABE has delegated the following tasks to ENIS:

  • Regularly reviewing the activities of the CEN Environmental Helpdesk (EHD) and to assist the EHD with several tasks;
  • Assist the development, maintenance and if necessary the revision of various CEN enviromental supporting tools, e.g. the CEN Guide 4, CEN Environmental Sector Guides;
  • Keep close contact, collaborate and exchange knowledge with national focal points and/or national groups dealing with the inclusion of environmental aspects into standards;
  • Assist in the development of a training programme on standardization for environmental experts as well as environmental training for standardization experts;
  • Review the systematic integration of environmental aspects in non-mandated product standards;
  • Propose public relation activities and subsequent follow-up.

EMT - Environmental Management Team
 

Focus: monitor and consider issues in the following areas related to the environmental aspects of environmental management:

  • Environmental Management (ISO 14000-series and EMAS)
  • Energy Management
  • Social Responsibility
  • Integrated use of Management Systems

The EMT has the task to:

  • Assist SABE to develop a consistent CEN Environmental Tools and Management Strategy and revise whenever appropriate;
  • Follow-up on European Environmental Policy:
    • Monitor important developments in European policy concerning standardization and environmental management;
    • Analyze the impacts on European standardization;
    • Propose to SABE how to implement these policies into the CEN work flow.
  • Assist and comment on the elaboration and follow-up of mandates from the EC to CEN concerning environmental management relevant standardization;
  • Assist the development, maintenance and if necessary the revision of other CEN supporting tools within the scope;
  • Provide support to SABE for public relation activities regarding areas within the scope.
