RESOLUTION BT 11/2004 
Subject: Electronic transmission of drafts, final drafts and final texts to CMC
BT decides that as from the 2004-07-01, all drafts, final drafts and final texts should be transmitted to CMC for further processing, using exclusively the Livelink platform e-Trans.
Any drafts, final drafts or final texts delivered by other means after 2004-07-01 will be rejected by CMC. The TC secretary and BT member responsible will be informed.
BT asks CMC to inform all CEN/TC's and ECISS/TCs of this decision.

Subject: Product standards and conformity assessment
Referring to Resolution BT 68/2000, BT confirms the document 'Product standards
and conformity assessment – Guideline' as included in BT N 7106.

RESOLUTION BT 19/2004 
Subject: Representativeness in CEN drafting bodies
Having noted document BT N 7112 relating to concerns expressed as far as
representativeness in CEN drafting bodies is concerned, BT agrees
- that the CEN List of Participants, which each participant in every technical
body meeting is required to sign, be modified to include also the participants'
national affiliation, appointing body, employer and sponsor (if the employer is
not the sponsor);
- that a right to call for a review of WG membership is introduced. This right is
to be limited to members of the parent TC and the CEN Members;
- that the process for the nomination of experts to WGs be reviewed.
BT asks CMC to issue related BOSS guidance through BT/WG 153, taking account
of comments made by the members, in particular AFNOR, BSI and NORMAPME.

RESOLUTION BT 20/2004 
Subject: Adoption of new work (including feasibility study)
BT,
- considering the agreement to find a mechanism to improve the discipline in
the adoption of new work by technical committees;
- noting that this has been the subject of much discussion and deliberation in
the past;
- noting the work done in particular by BT/CAG 131 and the proposals made to
CEN/BT in November 2003 (BT N 6982 and BT N 6983);
decides,
- to adopt the procedure in document BT N 7113, including BT N 6982 and BT
N 6983;
- to create a small BT Working Group (BT/WG 170) to consider the possible
further development of the procedure;
notes that AFNOR, BSI, DIN, NSF, UNI, NORMAPME and CMC, under the
Convenorship of DIN, will participate in the group.

RESOLUTION BT 37/2004 
Subject: Negative Formal Votes/UAP - Procedure
BT/TCMG, on behalf of BT, decides that the following process will be implemented on 2004-10-01 in order to ensure a timely progress after a negative Formal Vote or UAP:

CMC identifies each month the projects for which negative results of a Formal Vote or UAP have been made available more than 3 months before and for which a revised draft is not yet available for submission to an adoption procedure;
-
CMC reminds the Secretary of the responsible Technical Committee (with copy to the corresponding BT Member) that a revised draft must be sent to CMC within 6 months from availability of the negative results of the Formal Vote or UAP and that any work item for which that does not happen shall be deleted;
-
If no revised draft is received in time, the work item is deleted and CMC confirms the deletion to the Secretary of the responsible Technical Committee (with copy to the corresponding BT Member).

RESOLUTION BT 39/2004 
Subject: Work items stuck just before FV/UAP - Procedure
BT/TCMG, on behalf of BT, decides that the following process will be implemented on 2004-10-01 in order to ensure a timely progress of work items stuck just before Formal Vote or UAP:

CMC identifies each month the projects for which a draft has been sent to CMC for submission to Formal Vote or UAP more than 6 months before and for which the Formal Vote or UAP has not yet been launched because of an insufficient level of quality or a negative assessment by a CEN Consultant;
-
CMC reminds the Secretary of the responsible Technical Committee (with copy to the corresponding BT Member) that a revised draft must be sent to CMC within 3 months and that any work item or which that does not happen shall be deleted;
-
If no revised draft is received in time, the work item is deleted and CMC confirms the deletion to the Secretary of the responsible Technical Committee (with copy to the corresponding BT Member).

RESOLUTION BT 55/2004 
Subject: Wording and content of Annex Z for Amendments to Harmonised European Standards supporting EU Directives
BT considering BT N 7252 Annex 2
* concurs that
For amendments to Harmonised European Standards (to be published as separate document) a modified Annex Z is required in cases where the range of Essential Requirements of the respective Directive covered by the original standard are changed by the amendment;
In such cases, the modification(s) resulting from the amendment with regard to the range of Essential Requirements covered by the original standard have to be stated clearly.
The wording and content of the Annex Z should consider whether the amendment will be published as a separate document or as a consolidated document (original standard plus integrated amendment(s)).

RESOLUTION BT 57/2004 
Subject: Adoption of Guide 'Child safety - Guidance for its inclusion in standards'
BT/TCMG, on behalf of BT,

adopts the document in annex to BT N 7175 without annexes A, B and C (on Child
development and behaviour) as CEN Guide "Child Safety – Guidance for its inclusion
in standards";
-
asks BT/WG 117 "Child Safety" to work on Annexes A, B and C, taking into account
inputs including the "skeleton" annex developed by AFNOR;
-
asks BT/WG 117 to prepare revised annex(s) and report to the 25th meeting of
BT/TCMG.

Subject: CEN/CLC Guide 6 - Mechanism
BT/TCMG, on behalf of BT, following the common proposal of BT/WG 113 'Safety and usability of products by people with special needs', BT/WG 117 'Child safety', BT/WG 124 'Product information', and CENELEC/BT/TF 101-5 'Usability and safety of electrical products with reference to people with special needs' and taking into account:
-
that BT already adopted Mandate M/283 to the European Standardization Bodies for a
guidance document in the field of safety and usability of products by people with special
needs (e.g. elderly and disabled);
-
the outcome and recommendations of the CEN/CENELEC/ETSI conference 'Accessibility for all' on 27/28 March 2003 in Nice;
-
the Commission's workshop of 14 October 2003 to address the needs of persons with
special needs;
-
the action proposal of BT/WG 157 'Accessibility for all' and BT/WG 113 'Safety and
usability of products by people with special needs' to establish a mechanism to ensure
that the CEN/CENELEC Guide 6 is effectively taken into account;
-
the satisfaction of the Commissioner Liikanen with the work already achieved in the
field;
-
the comments on draft resolution BT C 80/2004;
decides, in order to implement the use of the CEN/CENELEC Guide 6 "Guidelines for
standards developers to add the needs of older persons and persons with disabilities",
-
to adopt the mechanism as given in annex to BT N 7272, taking into account the DIN
comments made at the meeting;
-
to include a reference to the CEN/CENELEC Guide 6 in paragraph A.15 'Safety' of the
CEN/CENELEC Internal rules part 3, subject to CENELEC/CS agreement;
-
to ask CMC to initiate a review of the mechanism before the end of 2006.

Subject: Assignment of tasks between Technical Committee and Working Group - Matrix
BT/TCMG, on behalf of BT, approves the Checklist as given in Annex 2 to BT N7293 for inclusion in CEN BOSS. A reference to the Checklist should be made within the BOSS documents "Profile - Technical Committee Secretary", "Profile – Working Group Convenor", "Profile - Working Group" and as well as in any respective BOSS document that deals with the responsibility of the TC secretary, the convenor, the WG´s professional standardization support or the work within a working group in general.

Subject: BOSS Maintenance and BOSS Management Team
BT approves the BOSS Maintenance Procedure (annex 1 to BT N 7006) and the

153 'BOSS review' to issue both documents in the frame of the BOSS review project.

In support of mandate M/292 on 'Safety of consumers and children - Product information'
agrees to adopt the document in annex to BT N 7174 as CEN Guide 'Product information relevant to consumers -Guidelines for standard developers'
BT notes that, subject to adoption of the Guide by CENELEC, a common CEN/CENELEC publication of the Guide might be envisaged.
