RESOLUTION BT 2/2003 
Subject: Relation between clauses of EN's and Essential Requirements of New Approach Directives (Annex Z)
BT/TCMG, on behalf of BT,
- having considered document BT N 6739 on 'Relation between clauses of EN's and Essential Requirements of New Approach Directives (Annex Z)';
- noting that discussions on this question might be re-opened in the future with CENELEC, ETSI, EC and the EFTA Secretariat;
- considering however that some decisions on this subject are urgently needed;
- approves the document 'Relation between clauses of European Standards and Essential Requirements of New Approach Directives – Instructions to CEN technical bodies' as included in Annex 2 to BT N 6739 for application as soon as possible, and at the latest from 2003-09-01, in all (pr)EN's to be cited in the OJEC under a New Approach Directive (except the Construction Product Directive) sent to CMC for submission to an approval procedure (Enquiry, Formal Vote or UAP);
- asks CMC to update the BOSS accordingly;
- confirms that the corresponding instructions for 'candidate harmonized standards' in the framework of the Construction Product Directive, as documented in the BOSS, are not modified for the time being.
Resolution BT 113/1994 is modified accordingly.

RESOLUTION 4/2003 
Subject: Monitoring of delayed finalisation of approved standards
BT/TCMG, on behalf of BT, decides that the cases of delayed finalisation of approved standards shall be dealt with from now on as follows:
-
for EN's for which the voting results were circulated over 6 months in the past, and for which no final document has been received at CMC for publication: a letter is sent to the CEO of the NSB (with a copy to the relevant BT member) responsible for the relevant TC Secretariat, announcing that, if the document is not finalized within 3 months, it will be finalized by CMC in cooperation with the TC Chairman and the corresponding costs will be charged to the responsible NSB;

for TS's for which the vote was launched over 9 months in the past, and for which no final document has been received at CMC for publication: a letter is sent to the CEO (copy BT member) of the NSB responsible for the relevant TC Secretariat, announcing that, if the document is not finalized within 3 months, the corresponding work item will automatically be deleted.

RESOLUTION BT 9/2003 
Subject: Involvement of Public Authorities
BT,
-
having noted the proposal made in document BT N 6784 revised aiming at
making drafts more transparent to the Public Authorities;
-
agrees with this proposal;
-
asks CMC to introduce an amendment to the CEN Enquiry forms to indicate that
the prEN was made available to the public authorities for CEN Enquiries
launched after the end of June 2003;
-
further asks that advice be provided in BOSS to TC Chairmen on how to handle
cases where there is no confirmation from a CEN national member that the
national public authority has been alerted.

RESOLUTION BT 15/2003 (Corrigendum) 
Subject: Use of the CEN Commenting Template (at all stages)
Taking into account :
- the need for improving the handling of comments expressed by the CEN
Members at the different stages of approval of a document;
- the existing "CEN commenting template" available on the BOSS;
- the need to compile voting comments in revisable format (Word);
BT requests the CEN Members to deliver by 2003-06-01 all comments using the
ISO/CEN commenting template at all stages of approval of any document.
Comments that are not delivered according to this format will be disregarded as from
this date.
BT notes that a transition period of 4 months will elapse before CMC will be in a
position to deliver complete voting reports in Word format (until 2003-09-30).
NOTE: In the case of PQ/UQ, parallel Enquiries, COCOR Vote, Formal Votes
and UAPs, comments should be addressed to CMC at cenvote@cen.eu until the e-balloting platform is implemented.

RESOLUTION BT 20/2003 
Subject: BT/WG 94 - Recommendations on the revised CWA business model
BT

endorses the recommendations of BT/WG 94 .New deliverables. as presented in annex to document BT N 6830 as amended during the meeting (in particular relating to the obligation of an external enquiry on a draft CWA where its use in support of public policy is foreseen) for submission to CA and later update of the BOSS;

invites the WG 94 Convenor to work with BT/WG 128 'Internal Regulations' on more precise definitions of .competing. and .conflicting. and for these definitions
to be included in BOSS;
- asks CMC to circulate the proposed draft service contract given in document BT N 6866 for approval by correspondence to BT and in parallel to CA.

RESOLUTION BT 21/2003 
Subject: Report of BT/WG 122
BT,
- gratefully acknowledging the important efforts made by CEN/BT WG 122
'Uncertainty of Measurement' in researching this topic on behalf of CEN;
- recognizing the positive contribution made by the successful seminar held in
2002;
- appreciating the recommendations and proposals made by CEN/BT WG 122;
- noting the report (BT N 6831) and its recommendations;
- decides,
- to ask CEN technical bodies and other relevant bodies to be aware of the
guidance and recommendations contained in that report;
- to ask CEN technical bodies, when possible and necessary, to implement the
guidance and recommendations within the limits allowed by available
resources and without compromising the need to deliver European Standards
as quickly as possible;
- that the BOSS will be complemented accordingly.

RESOLUTION 22/2003 
Subject: BT/WG 140 – Recommendations
BT, considering the recommendations of BT/WG 140 "Upgrading of CEN
deliverables", as presented in annex to document BT N 6823,
- agrees on the guidelines for upgrading ENVs to ENs prepared by CEN/BT/WG
140 (Document CEN/BT/WG 140 N 9 1R) being included in the BOSS;
- asks CMC to revise the forms for the 2-year Enquiry review to reflect the options
and recommendations established in document CEN/BT/WG 140 N 9 1R and to
include them in the BOSS;
- asks CMC to elaborate a form for compilation of results of the 2-year Enquiry
review (similar to the ISO one) to reflect the recommendations established
in document CEN/BT/WG 140 N 9 1R and to include it in the BOSS;
- agrees on the guidelines for upgrading TSs to ENs prepared by CEN/BT/WG
140 (Document CEN/BT/WG 140 N 10 1R) being included in the BOSS;
- asks CMC to prepare forms for the 2-year Enquiry review to reflect the
options and recommendations established in document CEN/BT/WG 140 N 10
1R and to include them in the BOSS;
- asks BTWG 128 "Internal Regulations" to consider a possible alignment of the
enquiry review period with the corresponding period in ISO;
- asks CMC to elaborate a form for compilation of results of the 2-year Enquiry
review (similar to the ISO one) to reflect the recommendations established
in document CEN/BT/WG 140 N 10 1R and to include them in the BOSS;
- thanks AENOR for its convenorship and disbands BT/WG 140.

RESOLUTION BT 40/2003 
Subject: CAG Action 2 – Delayed pre-Enquiry drafts
BT decides that for all work items that have been registered more than 2 years in the
past and that have not yet resulted in a draft for submission to an adoption
procedure, a draft must be sent to CMC for submission to CEN Enquiry or UAP (case
of EN's) or to Vote (case of CEN/TS's and CEN/TR's) within the following 6 months.
Any work item for which that does not happen shall be deleted unless acceptable
justification is provided to BT/TCMG, it being understood that the responsible CEN
Technical Body is allowed to approve a new work item covering the same subject
within the rules of the 3 year timeframe.
Considering that ISO has implemented similar measures for the ISO Standards in
development, BT decides that the above provisions do not apply to those drafts that
are being developed within the framework of the Vienna Agreement under ISO lead.

RESOLUTION BT 42/2003
Subject: Beyond the 3-year timeframe for EN's
BT approves the proposal enclosed in document BT N 6962, noting that it implies
- the reduction of the duration of the 'normal' UAP and PQ Procedure to 5 months for all work items registered from 2002-11-01;
- the reduction of the duration of the 'shortened' UAP (see Resolution BT 28/1996) to 3 months.
In support of this, CMC is requested to develop a procedure to give advanced notification of the launch of 'shortened' UAPs.

RESOLUTION BT 49/2003 
Subject: BT/WG 148 "TC Business Planning"
BT approves the BT/WG 148 proposals as in document BT N 6967.
This Resolution is applicable as from: 2003-11-25
