RESOLUTION AG 14/1999 
Subject: CEN Stategy 2010 - First Implementation Phase
The CEN AG:
-
Appreciates the significant time and efforts invested by CEN/CA members during the last year in achieving the first stages towards implementing the main directions and goals published in the CEN strategy agreed by the AG in 1998.

Welcomes and endorses the key proposals and conclusions outlined in the presentation folder:
- Creation of a CEN Management Centre
- Further involvement of the main stakeholders in political issues
- Increased authority and responsibilities of the Sectors
- Agreement of a Code for the CEN system
- Launching of a study on the future financing of the CEN system
- Recognizes that this is Phase 1 of the implementation process only, and encourages the partners in the CEN system to work together to meet the continued challenges facing European Standardization.
RESOLUTION AG 15/1999 
Subject: CEN Strategy 2010 – Statutory Consequences
The CEN/AG, referring to Resolution AG 14/1999, decides on the following elements:
1. The notion of split CA meeting depending on issues
The CEN/AG recognising that
- The matters CA follows are of various nature, notably political, formal, managerial
- Some of the matters, of formal and managerial nature shall remain under the strict responsibility of the national members, that remain the main support of system and bear the main consequences of decisions
- Political issues need to be debated with all the key stakeholders of the CEN system
- Decides to interpret, in that sense, chapter 4 of the CEN part of the CEN/CLC/IR part 1 dealing with Administrative Board matters, and requests the CEN/SG when preparing the CA meetings to reflect the above split.
2. The notion of openness of the existing political CEN structures to the key stakeholders
2.1 The counsellors concept
The CEN/AG decides to create a new category of key CEN stakeholders, "the counsellors", which are invited to participate at Administrative Board meetings in a consultative capacity when political issues are at stake.
CEN/AG proposes this new category to the:
- European Commission
- Secretariat of the European Free Trade Association
2.2 The Associate members
The CEN/AG acknowledging the status of the Associate members reflected in the Statutes and the role and influence such organisations play in the CEN System, decides that they shall be invited to participate in a consultative capacity in the part of the administrative board meetings devoted to political issues.
2.3 CEN/TC Secretariat held by sectorial organisation
While the procedure to allocate TC Secretariats given in CEN/CENELEC IR part 2 clause 2-3-4- and annex B refers to CEN/CENELEC members (National members) only, the CEN /AG endorses the resolution CA 6/1999 and accepts the principle, that under defined conditions - rights and obligations - which still need to be specified, sectorial organisations (such as Associates) can be made responsible for a CEN/TC Secretariat.
In that respect the CEN/AG requests the CEN/CA to take the necessary steps in order to start negotiations with interested organisations.
3. The notion of a CEN Management Centre as opposed to a Central Secretariat
The CEN/AG noting that:
- the Central Secretariat (CEN/CS) does not formally appear in the CEN Statutes (there is only a reference to the Secretary General) but that the Central Secretariat appears, however, in CEN/CENELEC IR part 1 clause 5.
- the proposal developed in the context of the Strategy implementation, and agreed by CEN/CA, to shift the central point from pure administrative work to effective management should also be reflected in the change of the name of the CEN/CS
- decides to change the name of the Central Secretariat (CEN/CS) to the CEN Management Centre (CMC).
Considering the above decisions the CEN/AG requests the CEN/SG to propose appropriate measures to take into account this decision in the relevant parts of the CEN Statutes and Internal Regulations, and calls for an Extraordinary AG meeting to be held on 13 December 1999 to decide on those modifications.
RESOLUTION AG 16/1999 
Subject: Statutory Consequences of the Implementation of the CEN Strategy 2010
The AG,
- considering the recommendation CA 5/1999 on the Statutory Consequences of the implementation of the CEN Strategy 2010
- endorses the aforementioned recommendation and requests the Secretary General to take the necessary steps regarding the implementation of these decisions
RESOLUTION AG 8/2002 
Subject: New CEN governance structure
The CEN General Assembly, having considered the proposals for a new governance structure as set out in document AG N 602, endorses CA Recommendation 7/2002 and unanimously approves the modifications to the CEN Statutes and Internal Regulations. The CEN General Assembly requests the CMC to ensure that these modifications are actioned without delay and instructs the CA to undertake the necessary steps to ensure the effective implementation.
RESOLUTION AG 3/2003 
Subject: Internal Regulations: CEN Enquiry – New Timeframe
The CEN/AG, noting CA Recommendation 4/2003:

endorses the new 3-year timeframe for CEN work items from the approval of the work item up to the ratification of the EN;

agrees to implement this decision for new work items registered from 1st November 2002;

and, noting that the CEN Enquiry period has already been reduced to 5 months for work items falling under the Vienna Agreement:

confirms that the period allowed for the CEN Enquiry is brought to 5 months for all new work items registered from 1st November 2002;

asks CMC to inform CENELEC of this decision in view of the alignment of the Internal Regulations based on a possible common position;

approves the updating of clause 11.2.3.3 of the Internal Regulations to read:
"The period allowed for the CEN/CENELEC enquiry shall normally be five months".
RESOLUTION AG 8/2003 
Subject: Partner Standardization Bodies (PSBs) - Rights and obligations)
The CEN/AG:
- having considered the proposal for rights, obligations and the financial contribution of PSBs as given in document AG N 619, prepared by the CACC External Policy following SD advice, and recommended by the CA for AG approval (Recommendation 12/2003);
- approves the rights, obligations and the financial contribution of Partner Standardization Bodies as given in document AG N 619.
RESOLUTION AG 10/2006
Subject: Revision and restructuring of the CEN Internal Regulations for Conformity Assessment
The CEN/AG:
- noting the information contained in document CA N 1650;
- noting CEN/CA Recommendation 13/2005;
- agrees with the proposal for a new structure and allocation inside the CEN system, of the CEN reference documents for conformity assessment;
- approves the draft for the new CEN Internal Regulations – Part 3: Terms of reference of the CEN Certification Board, dated April 2006, as given in annex to document AG N 703.
RESOLUTION AG 11/2007
Subject : Harmonization of the CEN and CENELEC Models of Cooperation with third country or Regional Standardization Bodies
The CEN General Assembly:
Noting the 2006 decisions taken by the Administrative Boards of CEN and CENELEC instructing the achievement of a better harmonization of the tools for cooperation with third parties NSBs.
Noting the information contained in AG documents CEN/AG N 737 (CENELEC AG N AG47/DG1384/DV);
Noting the positive decision of the CENELEC/AG;
- accepts the proposed set of CEN and CENELEC models of cooperation with third country or regional standardization bodies
- approves the CEN/CENELEC Guide “The concept of affiliation with CEN and CENELEC” and invites CEN CMC in coordination with CENELEC CS to prepare an implementation plan for the provisions laid down in this Guide towards current and future Affiliates
- approves the CEN/CENELEC Guide “The concept of Partner Standardization Body of CEN and CENELEC” and invites CEN CMC in coordination with CENELEC CS to prepare an implementation plan for the provisions laid down in this Guide towards current and future Partner Standardization Bodies, with a view to start implementation from the beginning of 2008
