This document specifies the actions required to receive, log, evaluate and decide on proposals for new standards projects and to communicate the decisions taken.
The following procedure applies to the CEN National Members, the CEN Technical Committees (TCs), the EC and EFTA Secretariat, the CEN Technical Board (BT) and its Working Groups (BT/WGs), the CEN-CENELEC Management Centre (CCMC) and international or European organisations.

3.0 Proposals for new work may originate from:
- a CEN Member;
- a CEN Technical Committee;
- the EC or EFTA Secretariat;
- an international organisation;
- a European trade, professional, technical or scientific organisation.
Proposals for new work are introduced as follows:
- a CEN Member proposing new work that falls within the scope of an existing CEN/TC: Form N to the concerned CEN/TC;
- a CEN Member proposing new work that does not fall within the scope of an existing CEN/TC: Form A to CCMC;
- a CEN/TC proposing new work that falls within the scope of another CEN/TC: Form N to the concerned CEN/TC;
- a CEN/TC proposing new work that does not fall within the scope of another CEN/TC: Form A to CCMC;
- EC/EFTA Secretariat: mandate or Form A to CCMC;
- organisation in liaison with a CEN/TC proposing new work that falls within the scope of that CEN/TC: Form N to the concerned CEN/TC;
- any other proposal: Form A addressed to CCMC

3.1 Proposal for new work using Form A
3.1.1 The originator sends a Form A to CCMC.
NOTE The Form A will be revised when a revised Form 1 is adopted in ISO (situation on 2010-03).
3.1.2 CCMC registers the proposal and determines if the proposed new work falls within the scope of an existing technical body.
If the proposed new work does fall within the scope of an existing technical body, CCMC sends the proposal to the Secretariat of that technical body and informs the originator thereof. The technical body follows the process 'Programming of the work of a CEN Technical Committee'.
If the proposed work does not fall within the scope of an existing technical body, CCMC circulates the Form A to BT with a proposal for decision, including in most cases, a proposal to create a new technical body. This is done in accordance with the procedure 'Treatment of BT Decisions taken by correspondence', but with a 3-month voting period instead of a 4 weeks voting period as stipulated in the procedure.
NOTE BT Members are requested to state explicitly, by means of the commenting field provided in the BT balloting tool, whether or not they are committed to participate in the work.
3.1.3 After the voting period, CCMC examines the table of replies and the received comments and checks whether the following criteria are met:
NOTE 1 If one or both of these criteria are not met, the proposal is rejected.
NOTE 2 If a fundamental disagreement is received on the draft BT Decison, the decision on the proposal is postponed until the following BT/TCMG meeting where a Decision shall be taken.
3.1.4 If the criteria for acceptance of the proposal are fulfilled, the proposed BT Decision is adopted and, if relevant, the Technical Committee or Project Committee is created.

3.2 Proposal for new work through a mandate
3.2.1 The EC and/or EFTA Secretariat sends a mandate to CCMC.

3.2.2 CCMC consults the relevant stakeholders (such as the concerned TC(s), if any) on the content of the mandate.
3.2.3 Taking the results of this consultation into account, CCMC circulates the mandate to BT with a proposal for decision, in accordance with the procedure 'Treatment of BT Decisions taken by correspondence'. If BT decides to accept the mandate (possibly with some conditions) it takes e.g. one of the following decisions:
- to allocate the work to an existing TC;
- to submit the mandate to an existing TC, asking the TC to consider whether the work proposed in the mandate is relevant to its field of work. If the TC agrees, it prepares a revised Business Plan, with change of scope and relevant new work items, for BT approval;
- to create a Technical Committee or a Project Committee to develop the CEN deliverable(s) identified in the mandate.
However, BT can decide, for particular reasons (e.g. lack of resources or unstable political background), to refuse the mandate.
NOTE In some cases, CCMC may decide to submit a proposal to BT for decision at a BT meeting instead of circulating a proposal for adoption by correspondence.
3.2.4 CCMC communicates the BT decision to the EC and/or EFTA Secretariat.

3.3 Proposal for new work using Form N
3.3.1 The Form N is sent to the Secretary of the relevant TC.
3.3.2 The TC Secretary considers whether the proposed new work item falls within the scope of the TC.
If the proposed new work item does not fall within the scope of the TC, the TC refers the proposal to CCMC for reintroduction of the new work item using an alternative route.
If the proposed new work item falls within the scope of the TC, the TC Secretary treats the proposal in accordance with the guidance document 'Adoption of new work in a CEN/TC'.
3.3.3 When the conditions for the adoption of a new work item are fulfilled, the TC takes a Decision (in accordance with the process for Delegated Decisions) in order to include a new work item in its programme of work.
NOTE The Decision relates to the addition of a new work item to result in an EN, a CEN/TS or a CEN/TR within the relevant timeframe.
3.3.4 The TC Secretary registers the new work item in the CEN database via the PROJEX-ONLINE application.
