1. Scope
Supporting Tools

To specify the actions required for the adoption by the CEN Technical Committees (TC) of 'Delegated resolutions' (i.e. resolutions for which decision making has been delegated by the CEN Technical Board (BT) to the TCs) and their follow-up by the CEN Management Centre (CMC) and BT.

The following procedure applies to the CEN National Members, BT, TC and CMC.

NOTE Clause 3.9 to 3.11 also applies to those decisions delegated by the BT to CMC.

3. Procedure

3.1   When a delegated decision is to be taken, the TC Secretary checks if all the required information is available.

3.2   The TC Secretary prepares the draft resolution in accordance with the 'format of delegated resolutions' provided by the CMC.

3.3  The TC Secretary submits the proposed draft resolution to the TC members during the plenary meeting or by correspondence for voting by simple majority or weighted vote depending on the decision to be taken.

                              

3.4  The TC Secretary assesses the results of the voting.  

3.5  If the results of the voting are positive, the TC Secretary sends the adopted TC resolution, as electronic file attached to an e-mail (tcminares@cen.eu), to the CMC, within two weeks after the approval of the resolution.

If the results of the voting are negative, the TC Secretary redrafts the resolution (go back to 3.2) or stops the process. 

3.6  CMC checks the resolution as supplied by the TC Secretary. If  sufficient information is provided, go to 3.9.

3.7  If there is insufficient information, CMC contacts the TC Secretary in order to agree on the next steps.

3.8  In case no agreement can be reached, the issue is referred to the BT for arbitration.

3.9  CMC communicates the approved resolution to the BT members and updates the CMC database within 2 weeks of receipt of the resolution.

3.10  Should there be any relevant comment from a BT Member within 2 weeks from the circulation of an approved resolution, CMC informs all BT Members thereof and initiates the procedure for management by exception in case of fundamental comments and objections.

3.11  The TC Secretary implements the approved resolution.
