This document describes the elements and actions required to develop and produce a CEN Workshop Agreement (CWA). It applies to all parties interested in developing a CWA (proposers), the CEN National Members and the CEN-CENELEC Management Centre (CCMC).

3. Procedure
3.1   A party interested in developing a CWA submits a request to the CEN Member or to CCMC.

3.2   The CEN Member or CCMC evaluates and clarifies with the proposer(s) if the request is appropriate for a CWA. 

                                                          

3.3     The proposer, with the assistance of CCMC and the CEN Member that will hold the secretariat, establishes a draft business plan using the WS business plan template and the available guidance documentation.

3.4    The CEN Technical Board is informed of the proposal for a CEN Workshop (CEN/WS). If the scope of the proposal falls within the scope of one or more CEN Technical Committees (TC), deals with management system or conformity assessment, CCMC sends the business plan for 3-week review to the CEN Technical Board. Furthermore, those CEN/TCs are also informed on the proposal at the same time. If not, CCMC also announces the proposal for a new CEN/WS on its website.

The information on the proposal includes:

  • the WS business plan;
  • initial information on the kick-off meeting;
  • the proposed WS Chair and Secretariat .

If a CEN National Member expresses any opposition to the proposal at this stage of the process, CCMC deals with the situation through management by exception.

 

3.5 Organizations wishing to take part in the CEN/WS  are invited to express their interest for participation at the kick-off meeting by completing the registration form.

Comments on the Business Plan are collected by CCMC/ proposed Secretariat before the kick-off meeting.

3.6 A CEN Member or CCMC organizes the first meeting called the 'kick-off meeting'. The notice for this meeting has to be a minimum of 60 days.

3.7 The CEN Member and/or CCMC identify potential issues with the WS proposers and seek to resolve these before the kick-off meeting.

 3.8 The kick-off meeting:

  • approves the proposed business plan by consensus;
  • appoints the Chairperson and confirms the Secretariat of the CEN/WS.

 3.9 The formal launch of the Workshop happens at the kick-off meeting subject to sufficient support for the Workshop business plan. should no agreement be reached, the organization of a new meeting will be considered with the proposers.

The CEN/WS participants draft the CWA(s) according to the specifications laid down in the business plan.

 3.10 The draft CWA is made available for comments to the registered CEN/WS participants. If required by the business plan, CCMC may also make the draft CWA available for external comments on the CEN website. This external commenting phase is required for those CWAs that are of public interest and should be minimum 60 days.

In case of an external commenting phase, the WS Secretariat ensures the creation of a comments resolution report that compiles all the received comments.

3.11 The Chairperson decides when consensus is reached amongst the registered CEN/WS participants on the definitive text of the CWA.

3.12 The WS Secretariat submits the approved CWA to CCMC. CCMC ensures that a CEN foreword is available, that a reference number is allocated to the CWA and that a CWA title page is added before circulating the published CWA to the CEN National Members for announcement.

3.13 The CWA should be valid for a limited duration of 3 years or until its transformation into another deliverable whichever is sooner. When the 3 years have passed, CCMC should consult the former Ws participants to see whether the renewal  of the publication for a further 3 years is appropriate. If not, the CWA shall be withdrawn.

3.14   The CEN WS either

  • continues with the rest of its programme as specified in the accepted business plan, or 
  • reconsiders its business plan, and
    • may decide to start additional work, or
    • disbands itself.
