1. Scope    Supporting Tools

This document specifies the actions required to prepare the definitive text of a European Standard (EN) and to dispatch it to the CEN National Members (and others). It also lists the actions required from the CEN National Members to implement the EN in accordance with the Internal Regulations.

NOTE See GD - Implementation of European Standards - ENs not corresponding to national standards on a one-to-one basis for the implementation of European Standards which do not correspond directly to existing national standards on a one to one basis.

The following procedure applies to the CEN National Members, the Technical Committees (TC) and the CEN-CENELEC Management Centre (CCMC).

3. Process    

3.1 On receipt of a positive result of the Formal Vote or Unique Acceptance Procedure, CCMC (in consultation with the TC Secretary) or the TC Secretary incorporates the editorial changes in the reference language version.

NOTE 1  Exactly one month after circulation of the voting report showing that the result is 'accepted', the text is considered to be ratified (dor = date of ratification).

NOTE 2  The decision whether CCMC or the TC Secretary will incorporate the corrections is made at CCMC.

When, during the voting period, comments are received that request an alteration of the technical content of the FprEN, the CCMC Publications Unit will not take these into account. The CCMC Publications Unit will only implement the purely editorial comments. No technical changes shall be made to the text following a positive approval procedure. The TC shall take into account any technical comments for a future amendment or revision of the text.

3.2 Within 4 weeks of the receipt of a positive Formal Vote, CCMC sends the 'stable' and approved reference language version (without official title pages) via E-Trans to AFNOR, BSI and DIN for translation, as appropriate.

3.3 The relevant NSBs prepare the translations and return them via E-Trans to CCMC within the specified timescales (normally 4 weeks).

NOTE  In the case of unavailable translations, the relevant NSBs will supply at least the translation of the titles.

   

3.4 CCMC distributes the definitive text of the approved European Standard (EN) in the available language version(s) together with Form H and Form I to the CEN National Members, the Associates, the Affiliates, the EC and EFTA Secretariat, the TC Chairperson and the TC Secretary (dav – date of availability). This is done via the Weekly Output file that is uploaded onto an electronic platform (FTP site) on a weekly basis.

NOTE  Late incoming translations to CCMC are circulated on the Weekly Output file at the next available opportunity.

   

3.5 The CEN National Member announces the existence of the EN at national level within the defined timeframe (doa – date of announcement, equals dav + 3 months).

   

3.6 The CEN National Member implements the EN at national level by giving it the status of a national standard within the defined timeframes:

  • either by publication of an identical text or by endorsement (dop – date of publication, equals dav + 6 months); and
  • by withdrawing any national standards conflicting with the EN (dow – date of withdrawal, normally equals dav + 6 months).

NOTE  Latest dates for dor, dav, doa, dop, dow are defined on the
Form I.

3.7 The CEN National Member dispatches the relevant information requested on the Form H and the Form I (i.e. notification of national translation and implementation means) to CCMC via iProjex.

NOTE  If the CEN National Member receives funding from the European Commission, the Form H should be sent back to CCMC for registration.
