1. Scope  Supporting Tools 

To specify the actions required to draft a European Standard (EN) in accordance with the existing rules and plans, and to deliver it to the CEN-CENELEC Management Centre (CCMC).

The following procedure applies to the CEN Technical Committees (TC), the TC Secretaries, the Working Groups (WG), the WG Convenors, the TC Editing Committee and CCMC.

NOTE 1  If a CEN Member is confronted with a situation where it has to implement an EN that is not compliant with the legislation of its country, it can request an A-deviation, i.e. a derogation from the mandatory implementation of those requirements that are in contradiction with national legislation. NOTE 2  When attempting to reach consensus on the technical content of an EN, TCs need to recognise that more than one technical solution might exist. If this is the case, please consult GD – Technical diversity within European Standards.

NOTE 3  See GD - Graphical symbols for information related to the preparation and the acceptance of all new graphical symbols to be used in ENs.

3. Procedure    

3.1 The working document is drafted in the agreed reference language, preferably English.

3.2 The WG Convenor or Secretary circulates at least one version of the working document, via the TC Secretary, to the parent TC for information.

3.3 In addition, the TC Secretary uploads the working document, together with a completed 'Transmission Notice', onto E-Trans where it is available to CCMC for registration as First Working Draft (stage code 20.60).

3.4 When the WG Convenor judges that the working document is ready for the CEN Enquiry stage, after agreement from the WG, it is sent to the TC Secretary.

   

3.5 The TC Chairperson and the TC Secretary agree to send the working document to the CEN Enquiry.

 

3.6 The TC Secretary, in consultation with the WG Convenor or Secretary and the Editing Committee, if any, finalises the working document (in the language version submitted by the WG as reference language version) in accordance with the CEN/CENELEC Internal Regulations – Part 3.
