A European or international organization that follows the work programme of a Technical Committee (TC) in order to support its completion, where necessary, through representative input on behalf of the organization being represented  Internal Regulations - Part 2, 4.3.2

3. Responsibilities

3.1 To contribute actively to the work of the technical committee with which it is in liaison.
3.2 To attend meetings and exchange technical information with the committee in order to support the development of European Standards and other deliverables.                                     


4. Rights
4.1 To receive all the relevant technical documents and invitations and to attend technical committee meetings as observer.
4.2 To provide input to the work of the committee with which it is in liaison when necessary but without the right to vote
4.3 To propose in conjunction with new work items their technical documents as a basis for TC work, if agreed by the CEN TC members.
4.4 To comment on the Technical Committee Business Plan

4.5 To nominate experts to Working Groups in line with the Internal Regulations

The decision on establishment of a liaison by BT is delegated to the CEN TCs ('Delegated decisions').  
Maintenance of such liaisons is the responsibility of the relevant  TC secretariats
