1. Role/Definition
The JCAG is a joint CEN-CENELEC committee on commercial issues mainly related to sales and distribution policies of European standards and other publications affecting CEN, CENELEC and their Members.
2. Reports to
CEN and CENELEC Administrative Boards.
3. Responsibilities
As an advisory committee, it is proposing, elaborating and monitoring commercial activities, such as:
-
monitoring and maintaining the CEN/CENELEC commercial policy documents, including Guide 8 and Guide 10;
-
protection of copyright on CEN and CENELEC publications;
-
requests by Third Parties to reproduce CEN/CENELEC copyrighted material;
-
distribution and sale of CEN/CENELEC publications;
-
gathering and analysis of such commercial information as may be required;
-
maintaining liaison with other bodies within CEN/CENELEC, including BT and IT Group;
-
co-operation with other organisations, such as ETSI, ISO, IEC and ITU, in respect of commercial issues of common interest;
-
other tasks within its area of responsibility and competence, as may from time to time be requested by one or both of the Administrative Boards or CCMC.
4. Rights
The JCAG can take decisions of administrative nature or on any specific commercial matter brought to its attention.
All JCAG decisions are subject to endorsement by the CEN and CENELEC CAs.
The JCAG can also make recommendations to the CEN and CENELEC CAs upon request or by its own initiative.
5. Composition
The JCAG is composed of a Chairman and representatives of the CEN and CENELEC national members.
Representatives from ETSI, ISO or IEC can be invited as Observer on invitation of the Chairperson.
CCMC holds the secretariat.
6. Method of appointment/Review
The representatives are appointed by the CEN NSBs and CENELEC NCs.
The Chairperson is appointed by the CEN and CENELEC Boards, following a recommendation by the members of the JCAG.
7. Mode of working
At least one meeting per year.
Meetings are convened by CCMC on the instructions of the Chairman or at the request of at least three Members. The JCAG may also convene via web meetings.
“Livelink” is used to disseminate and archive documents and correspondence.
Working Groups can be created by the JCAG whenever a need is recognised. WGs report to the JCAG.
