1.1  A national standards body within the EC or EFTA, or from a country likely to become a member of the EC or EFTA which has committed itself to complying with the rules set by the statutes of the association and whose written application for membership has been approved by the CEN General Assembly. 1.2  The national standards body has as a principal function, by virtue of its statutes, the preparation, approval or adoption of standards that are made available to the public.
                       
2. Reports to

Not applicable except:
a. in the case of non-compliance with its obligations under the rules set by the Statutes of CEN when a ruling by the General Assembly (AG) is final, and
b. in the case of policy/management actions where the CEN Member is accountable to the relevant committee, e.g. Administrative Board.

                                                

3. Responsibilities

3.1  Commits to comply with the rules set by the Statutes of CEN, including financial obligations as decided by the AG The Statutes of CEN, Article 7.1 (PDF - EFD)
3.2  Implements standstill on national work when requested                                     Internal Regulations - Part 2, 5                               
3.3  Conveys national points of view on technical matters and formal issues                          
3.4  Designates delegates to Technical Committees (TCs) and Subcommittees (SCs) and experts to Working Groups (WGs), ensuring a balanced representation of all interested parties                          
3.5  Ensures that delegations to TCs are adequately briefed on the work and informed/trained in the Rules/Internal Regulations/Resolutions that together constitute the procedures
3.6  Keeps within timescales for the provision of deliverables, e.g. votes, and the implementation of European Standards (ENs) at national level  
3.7  Provides committee secretariat when holding a TC or SC secretariat, and at least professional standardization support to its home country WG convenors 
3.8  Notifies the CEN Management Centre (CMC) of new national projects for consideration under the "Committee for Standards and Technical Regulations" (98/34) information procedure 
3.9 Implements all European Standards (ENs) and withdraws any conflicting national standards Internal Regulations - Part 2, 11.2.6
3.10 Sells and distributes CEN deliverables in accordance with CEN policy as set out in CEN/CENELEC Guide 10
3.11  Respects the administration of the certification activities of CEN   

   

4. Rights

4.1  To participate and vote in management/policy committees, e.g. the AG, the CA and nominate members to governing bodies (CA Consultative Committees, BT, CCB, CEN IT Group)

4.2  To request an Extraordinary General Assembly The Statutes of CEN, Article 19 (PDF - EFD)
4.3 To vote on ENs and Technical Specifications (CEN/TSs) (weighted voting) Internal Regulations - Part 2,  Annex D 
4.4  To appeal against any action or inaction of any TC, other body or officer of CEN in accordance with procedures

4.5  To propose new work item(s) in accordance with the correct procedure provided that the CEN Member has, or can ensure the availability of, the resources to support the proposed work

4.8  To receive automatically and without charge at the time of the issue CEN publications, e.g. ENs, CEN/TSs etc including their drafts, and CMC publications, e.g. CEN Catalogue, Memento 
4.9  To sell and distribute all CEN publications, e.g. European Standards (EN), Technical Specifications (CEN/TS), etc ... including their drafts, and CMC publications, e.g. CEN Catalogue, CEN Memento (see 3.10 above) CEN/CENELEC Guide 10: Policy for the distribution and sales of CEN/CENELEC publications in all formats

6. Method of appointment/Review
6.1  Written application to the CMC                                    The Statutes of CEN, Article 7.1 (PDF - EFD)

7. Mode of working
7.1  Participation in CEN governing bodies through representatives appointed in accordance with agreed procedures

7.2  National mirror committees provide advice to the CEN Member on nominations to TCs, comments on drafts and effectively provide the briefings for the delegation and recommendations on voting
7.3  Where the CEN Member has no mirror committee because resources are limited or there is minimal interest, an individual expert(s) may provide any necessary information
7.4  The CEN Member may subcontract its secretariat but retains full responsibility for the adequate performance of the secretariat
