Provision of advice to the Technical Committees (TC), Subcommittees (SC) and Working Groups (WG) preparing draft European Standards (prEN) in the context of New Approach Directives (i.e. ENs for citation in the Official Journal) , at the earliest possible stage

3. Responsibilities

3.1  Provides guidance to Technical Committees on their work programmes in relation to New Approach Directives, explains the role of the consultant, how they interact with the standards drafters. 

3.2  Checks regularly whether the draft standards being developed by a TC provide an answer to the terms of the standardization mandate

3.3  Ensures the understanding of the Essential Requirements (ER) of the Directive concerned

3.4  Checks the conformity of the prEN with these ERs (using a checklist which provides a list of ERs and an associated list of the specified technical answers)

3.5  Checks the consistency of the prEN with the programme

3.6  Checks for possible gaps and/or overlap with other standards or draft standards

3.7  Monitors the added value of the prEN compared to the ERs

3.8  Provides comments on drafts submitted to CEN enquiry

3.9  Provides informal assessments of drafts as agreed with the technical committee at any time during the development process (and preferably prior to the formal assessment referred to in 3.10)

3.10 Provides within 28 days formal assessments to CMC on drafts prepared for formal vote or UAP

3.11 Provides advice to CEN and EC as necessary

3.12 Provides reports to CMC on work carried out and any relevant issues, in line with contractual requirements

Recruited in close consultation with European Commission and EFTA Secretariat for specific expertise in a given subject and a very good knowledge of both the relevant directive and the standardization programmes.
