The Administrative Board (CA) Consultative Committee for External Policy is responsible for preparing items for CA decision and for monitoring the implementation of CA decisions relating to CEN's external policy Resolution  AG 8/2002
and  CA 15/2002

3. Responsibilities

A. Recommends decisions to CA in particular related to:

3.1 relations within the European political environment

3.2 CEN's involvement vis-à-vis the construction and enlargement of the European Union (EU) and the European Economic Area (EEA)                                    
3.3 evolution of CEN's membership  
3.4 CEN's response to EU or European Free Trade Association (EFTA) policy documents or initiatives  
3.5 issues relating to CEN's interface with and involvement in international, intercontinental or other regional initiatives or co-operation agreements
3.6 certification through a link with the CEN Certification Board (CCB)
3.7 communication and promotional activities
3.8 other tasks as decided by CA.

B. Monitors the External Relations Network which operates between designated correspondents within CEN's Members and Counsellors, and includes the Secretariats of CENELEC and ETSI, in order to:

  • share information on international, European or other regional or national developments of interest to the CEN community;
  • maintain a database and agenda of meetings and participation related to these developments;   
  • enable the optimisation of CEN's representation.

Acts as advisory body to the CA through recommendations                                           
    
5. Composition
Chairperson: Vice-President Policy           

Secretariat: CCMC

  • Up to 9 members, the Vice-President Policy included, nominated from amongst the CA members for mandates of two years renewable;
  • The CEN-CENELEC Director General takes part in meetings;
  • The Vice-President Policy may invite on an ad hoc basis the Chairperson of the CEN/CCB and individuals/experts to contribute to the debates on particular subjects;
  • National Standards Bodies (NSBs) not represented in the Committee may also be invited to take part for issues where they are directly involved.
                      

 

6. Method of appointment/Review
The members are proposed by the CEN/NSBs and nominated by the CA by consensus. Resolution  CA 15/2002
NOTE: For a trial period of two years (starting in 2003), but only if necessary as a last resort, the concept of weighted voting is applied for the nomination of the CA Consultative Committee Members.       
   
7. Mode of working

While meeting as necessary, the CA Consultative Committee operates as much as possible through the use of electronic tools to ensure transparency of its operation.
