1. Scope
Supporting Tools

To identify and describe mechanisms that are being used to:
a) monitor the effectiveness and efficiency of the major CEN System activities to ensure these meet both business and customer needs and;

b) to identify and describe management review systems that are being used to assess the adequacy of the monitoring processes and initiate measures for improvements.

Two practices and one procedure for monitoring activities are described. One foreseen review activity (practice) is described.

3.1   Monitoring the relevance and feasibility of the CEN work programme through the TC Business Planning and review of the effectiveness of this tool  
    

3.1.1  Scope      

To monitor and facilitate control of the CEN work programme to ensure that it aligns with expressed marked needs and that there are sufficient resources available for projects through all their developments stages.
  
This practice applies to the CEN Technical Committees (TC), the CEN National Members, the CEN Technical Board (BT) and the CEN Management Centre (CMC).

3.1.2  Procedure for the Monitoring (see procedure 'Programming of the Work')     Procedure - Programming of the work 

3.1.3  Practice for the Review    
The BT will assess the business plan with regard to:

  • if the activity of business planning is in place  
  • if it is useful for the functioning of the TC  
  • if its operates as planned 

3.2  Monitoring the Productivity of TC       

3.2.1  Scope      
   
To monitor and control the progress of standardization work.
   
This practice applies to the CEN National Members, the CEN Technical Board (BT) and the BT/TC Management Group (TCMG), the CEN Technical Committees (TC) and the CEN Management Centre (CMC).
   
3.2.2  Practice   
   

3.2.2.1  The CMC monitors the progress of the standardization work, on the basis of:

a) documents at stage 32, 40 and 49 as received from the TC secretariats

b) TC resolutions as received from the TC secretariats

c) TC progress reports as received from the TC secretariats

3.2.2.2  The CMC logs the results and produces a progress report to the BT according to agreed indicators. 

3.2.2.3  The TCMG, on behalf of the BT, discusses the progress reports and decides on further action if the targeted progress is not reached.  

3.2.2.4  The CMC communicates the decision of the TCMG, as confirmed by the BT, to the TC and to the CEN national member holding the TC secretariat. 

3.2.2.5  The BT member of the CEN national member holding the TC secretariat ensures that the decision is implemented. 
    

3.3  Monitoring the Implementation of European Standards (EN)   

Internal Regulations, Part 2,  11.2.6 
3.3.1  Scope   
    
To monitor the implementation of European Standards in all CEN national member countries, including the associated obligation to withdraw conflicting national standards, in order to fulfil the objective of availability and use of a single European Standard throughout Europe.
   
This practice applies to the CEN National Members, the CEN Technical Board (BT) and the CEN Management Centre (CMC).
   
Procedure - Finalization and implementation of European Standards 








3.3.2  Practice   
      

3.3.2.1  The CMC prepares an implementation report, which is distributed to the BT twice a year. 

                       

3.3.2.2  The BT discusses the report and distributes it to the CA if the agreed extent of the implementation is not achieved. 

3.3.2.3  The CMC discusses the follow up of the non-implementation with the respective CEN national member to reduce the rate within a certain period of time.
