To define the procedure for the request, management and administration of Specific Agreements in the CEN System as required by the EC and EFTA framework contracts. This procedure applies to the CEN Technical Board (BT), the EC and EFTA Secretariat, the CEN National Members, the CEN Technical Committee (TC), the Vice President Finance, the CEN Director General (DG) and the CEN-CENELEC Management Centre (CCMC).

2. Flowchart of the process
3. Procedure

3.1 The DG, in consultation with the Vice President Finance, reaches an agreement with the EC/EFTA Secretariat on the framework contracts. |

3.2 The CCMC communicates the framework contracts to the CEN national members. |
|
|
3.3 The DG ensures that the result of the agreement is incorporated in the CEN budget. |
|
|
3.4 The EC/EFTA Secretariat request CEN, under the relevant framework contract, to develop new standards work or a special project. |
|
|
3.5 The CCMC decides on the request in accordance with the appropriate procedure. For new standards development work, the procedure for the 'Proposal for new work' is applicable. |

|
3.6 The DG negotiates with the EC/EFTA Secretariat the Specific Agreements according to the framework contract and on the basis of the cost estimates obtained from the potential subcontractors such as the CEN national member responsible for the TC secretariat. |

|
3.7 The DG signs the Specific Agreements with EC/EFTA Secretariat. |

|
3.8 The CCMC distributes a copy of the signed Specific Agreementsto the representative of the CEN national member holding the secretariat of the responsible TC or any other approved subcontractor and to the members of the BT when relevant. |

|
3.9 CEN national member or other approved subcontractor decide on the tasks and obligations.
- In case of acceptance, go directly to 3.10.
- If the content of the Specific Agreements is not accepted by the CEN national member or other approved subcontractor, the DG resolves the issue as a "management by exception" case.

|
3.10 The CEN national member or other approved subcontractor accepts the tasks and obligations derived from the Specific Agreement by filling in and returning the Form C to the CCMC Specific Agreement Co-ordinator within 2 weeks. |

3.11 The CCMC will, whenever the stages defined in the contract are achieved:
- distribute the deliverables, where appropriate, to the EC/EFTA Secretariat
- invoice the EC/EFTA Secretariat for the contractual amount
- invite the CEN national member or other subcontractor to invoice the CCMC according to the Specific Agreements.

| 3.12 The CCMC transfers the agreed amount to the CEN national member or the subcontractor upon receipt of the agreed amount from EC/EFTA Secretariat. |
