To describe the handling, implementation and review of major decisions made within the CEN System.
This procedure applies to formal decisions taken by the CEN General Assembly (AG), the CEN Administrative Board (CA), the CEN Technical Board (BT) and the CEN Certification Board (CCB).
In instances where decisions have been delegated to other bodies (e.g. BT has delegated certain decisions to the Technical Committee Management Group (TCMG) and Technical Committees (TCs)) these decisions are further described within the relevant profiles (TCMG, TC) and the process for 'Delegated Decisions'.

3.0 A formal decision can be taken in one of the following ways:

3.1 The need for a formal decision on any matter related to the CEN System can be identified by any member of the CEN system and raised the CEN-CENELEC Management Center (CCMC) through the submission of a proposal. |

3.2 The CCMC records the proposal according to agreed criteria and decides upon further action, if necessary in consultation with the President, Vice-Presidents or Chairman of CEN/BT, as appropriate.
3.2.1 If it is concluded that the formal decision will be taken by correspondence, the CCMC distributes a document with a draft resolution or recommendation in an agreed format to the AG, CA, BT or CCB members with a fixed deadline for responses or voting forms.
3.2.2 If it is concluded that the formal decision will be taken during a meeting of the AG, CA, BT or CCB, the CCMC distributes a meeting document with a draft resolution or recommendation to the relevant body in accordance with agreed procedures.
3.2.3 If an approved formal decision contains a recommendation for ratification by a governing body, the CCMC prepares a further document for distribution in accordance with 3.2.1 or 3.2.2 above.

3.3 All formal decisions of the AG, CA and BT are taken in accordance with an agreed voting procedure. Following the closure of a voting period, CCMC prepares a voting report, including a compilation of the comments received, and makes this available to the relevant governing body. |

3.4 CCMC ensures that feedback is given, as appropriate, to the originator of the proposal. |

3.5 The CEN national member or any body within the CEN System responsible for the implementation of the formal decision reports back to the CCMC in accordance with the agreed time schedule. |

3.6 CCMC records any feedback received and prepares a follow up report for the appropriate body according to the agreed time schedule. |

| 3.7 The relevant body reviews and discusses the follow-up report and may identify the need for a formal decision on further actions (go back to 3.1). |
