The role of BT/WG 161 has been specified by the CEN Technical Board (BT) as follows (extract from resolution BT 51/2003 – applicable as from 2003-12-16):

Ensure coordination of standardisation activities in this area, notably with ISO;

Possibly propose new standardisation activities;

Ensure CEN response to stakeholders' queries, in particular the EC services.
The participation in the BT/WG 161 of most interested parties has been achieved, including CEN National Members and Affiliates, ISO Central Secretariat, the services of the EC (mainly EC DG JFS, DG JRC, DG ENV, DG TREN and DG ENTR), CENELEC, ETSI, Europol and NATO Standardisation Agency (NSA).
The BT/WG 161 Chairman is Dr Aloïs Sieber (JRC – Ispra IT).
The Secretariat is held by the CEN Management Centre (CMC).
The BT/WG monitors all related standardization activities, detects new needs and ensures a high level co-ordination with outside bodies. The CEN/BT (and the Technical Boards of CENELEC and ETSI for their specific items) remain in charge of the overall management and control.
BT/WG 161 resolved in June 2004 that it will focus on needs for standards, standard-like documents, procedures, minimal codes of practice and similar recommendations, and review existing ones as necessary, in order to develop, harmonise, update or validate said documents within specific areas.
BT/WG 161 will follow as far as possible the ISO taxonomy.
Subject-matter related expert groups have now been established to look at needs for standards and identify areas where additional effort is required, and report to BT/WG 161.
